Y-Tension screw not adjusting

So I've been trying to adjust the tension on the y-synchromesh, but it seems that the screw is merely tapping into the half-moon until it reaches the end, and stops (for reference, I do have the nut installed). As you can imagine, this limits the range of adjustment. Also, the half moon seems to be grabbing the synchromesh and not letting the cable slide through for adjustment. Would it be a better idea to have opened up both the hole and the channel on the half moon before installation?

Perhaps having the half-moon be made out of Delrin with these two things in mind would help down the line?

The end of the screw should just slip into the hole. If it's threading its way in and then stopping when it bottoms out, it will have to be reamed out.
